Why a Transparent Budget Reference Is Needed
The budget for RTO equipment on film coating lines often comes back as a broad range during the inquiry stage, not an executable number. The reason is that RTO is not a standardized product—its cost depends on the number of coating lines, total exhaust volume, solvent type, whether a zeolite rotor concentration stage is required, and site installation conditions.
The purpose of this article is to provide a grounded budget framework so that financial decision-makers can have a reasonable expectation of the investment scale before supplier quotes arrive.
What Makes Up the Cost Range
The budget range for a complete RTO system (including design, equipment, installation, and commissioning) serving 2-3 film coating lines is USD 450,000 to 800,000. The two ends of this range correspond to different operating conditions.
The main variables determining cost include:
Number of coating lines and total exhaust volume. A single coating line’s oven exhaust typically ranges from 5,000 to 20,000 m³/h. The combined flow for 2-3 lines may fall within 15,000 to 60,000 m³/h. RTO furnace size, heat exchange media volume, and fan power all scale with flow. International RTO cost guides indicate that small-to-medium RTOs in the 10,000 to 30,000 Nm³/h range start from around €200,000 to €600,000 (equipment only), while systems in the 30,000 to 100,000 Nm³/h range scale to €500,000 to €2,000,000 or more. The flow range for 2-3 film coating lines typically falls within the small-to-medium bracket.
Solvent type and material specification. Standard carbon steel construction is adequate for most film coating solvent systems. If the exhaust contains corrosive components (such as chlorinated solvents or acidic substances), stainless steel or alloy construction is required, adding 20% to 50% to structural cost. Common film coating solvents—ethyl acetate, MEK, toluene—are conventional organic solvents and typically do not require special alloys.
Whether a zeolite rotor concentration stage is required. For multiple coating lines, if low-concentration exhaust volume is high but concentration is low, a zeolite rotor can concentrate the flow by 10 times or more, reducing RTO specifications accordingly. However, this adds investment in the rotor system. A reference price for a zeolite rotor + RTO combination is approximately RMB 980,000 (about USD 135,000), depending on flow rate and concentration ratio.
Configuration complexity. Three-chamber RTOs cost 15% to 25% more than two-chamber designs. Three-chamber configurations provide higher purification efficiency (up to 99%+) and more stable switching logic, making them a common choice in the film coating industry.
Timeline: From Contract to Operation
The production, installation, and commissioning cycle is approximately 5 to 6 months. This cycle can be broken down into several stages.
Design phase. Process design based on coating line parameters and site conditions, including flow calculation, concentration verification, equipment selection, and duct layout. This phase typically takes several weeks.
Manufacturing phase. Most RTO suppliers have a production cycle of approximately 90 days. Modular RTO designs can complete part of the installation work in the factory, shortening on-site work time.
Transport phase. RTO equipment is large and heavy, possibly requiring special vehicles, with transport time of approximately 2 to 5 days, longer for cross-border projects.
On-site installation phase. After arrival, foundation work, lifting into position, large-diameter duct connection, stack installation, gas piping, and electrical wiring are required. Installation typically takes 5 to 10 days. If site preparation such as foundation work, duct modification, or electrical capacity upgrades is needed, the timeline extends accordingly.
Commissioning phase. Includes heat exchange media purging, burner tuning, switching valve timing adjustment, and system integration testing, requiring 3 to 5 days. After commissioning and stable operation, a trial run period is needed for acceptance.
Installation Prerequisites: Foundation and Lifting
RTO installation is not a “plug-and-play” operation upon delivery. Several hard prerequisites must be met before installation.
Foundation requirements. RTO operating temperatures can exceed 800°C, with total weight often reaching tens of tons. Concrete foundation curing requires no less than 28 days. Recommended foundation bearing capacity is no less than 12 tons per square meter, with levelness error controlled within ±2 mm per meter. Cases of heat exchange media cracking due to foundation settlement are not uncommon, with repair costs far exceeding upfront investment. Foundation design must account for equipment weight and vibration; heavy equipment foundations require reinforced concrete casting with bearing capacity not less than 1.2 times total equipment weight, surface levelness error not exceeding 2mm/m, and anti-corrosion treatment.
Lifting conditions. Large RTO shells may exceed 10 meters in length, requiring crane access. Obstacles within crane outrigger range must be cleared, ensuring turning radius not less than 1.2 times equipment length. Check workshop door height and width, removing temporary barriers if necessary. Maintenance access around equipment must be at least 1.5 meters wide.
Utility interfaces. Gas piping flow must match burner rated consumption, with bypass valves recommended for maintenance. Compressed air requires 0.5 to 0.7 MPa pressure with a filter-regulator-lubricator unit for moisture removal. Power cables should be armored cable directly from the distribution room, avoiding intermediate joints. Interface position mismatch with equipment flanges is a common site problem, leading to on-site welding modifications that compromise fire safety and delay the schedule.
Maintenance and Inspection Cycle
RTO maintenance and inspection cycles are typically every six months. Compared with activated carbon systems requiring monthly to quarterly replacement, RTO maintenance frequency is significantly lower.
Specific semi-annual maintenance includes: heat exchange media inspection and cleaning, burner condition check, switching valve seal inspection, control system parameter verification, and emission monitoring instrument calibration. If the factory lacks these capabilities internally, a long-term service agreement with the supplier is required.
RTO maintenance focuses on heat exchange media cleaning, valve seal inspection, and burner tuning, with annual maintenance costs of approximately RMB 100,000 to 200,000. For small and medium enterprises, total annual maintenance costs are approximately RMB 5,000 to 15,000, mainly covering fan/valve replacement and sensor calibration. These figures provide meaningful reference for financial planning.
What to Compare This Investment Against
USD 450,000 to 800,000 requires a reference frame to judge whether it is reasonable.
Reference One: Annualized cost of activated carbon. A medium-scale coating line using activated carbon treatment may require 2 to 4 replacements per year, plus hazardous waste disposal costs for spent carbon (RMB 1,400 to 3,700 per ton), making annual operating costs ongoing and cumulative. If shutdown losses from environmental complaints or enforcement inspections are further considered, the “low cost” of activated carbon quickly disappears over a multi-year cycle.
Reference Two: Economic benefit of heat recovery. A practical engineering case shows that an RTO system with a total investment of approximately RMB 1.6 million can generate approximately RMB 410,000 in annual economic benefit through flue gas waste heat recovery. The heat recovery calculation logic is: surplus heat multiplied by system comprehensive utilization rate, annual operating hours, divided by natural gas heating value, multiplied by local natural gas price. In markets with high natural gas prices, heat recovery benefits can significantly shorten the payback period.
Reference Three: 5-year total cost model. An RTO solution (initial investment RMB 2.8 million, annual energy cost RMB 700,000, maintenance cost RMB 150,000) has a 5-year total cost of approximately RMB 7.05 million. This model helps financial decision-makers understand that RTO‘s cost structure is one-time capital expenditure plus continuous but manageable operating expenditure, rather than the continuous consumables plus continuous disposal expenditure of activated carbon solutions.
How to Use This Budget Range
The USD 450,000 to 800,000 range is not for “picking a number” but for judging the reasonableness of supplier quotes.
If your 2-3 coating lines have total flow below 20,000 m³/h, conventional solvent systems, and no concentration stage, quotes should fall in the lower half of the range (USD 450,000 to 600,000).
If total flow exceeds 40,000 m³/h, a zeolite rotor concentration stage is required, or the solvent system requires special materials, quotes should fall in the upper half (USD 600,000 to 800,000).
Cross-border delivery, installation supervision, commissioning services, and compliance certification requirements in different markets all affect the final price. These variables should be clearly listed during inquiry so suppliers can provide comparable quotes.
