Why Five Years Is the Correct Comparison Framework
The initial investment advantage of activated carbon is real. A set of activated carbon adsorption equipment typically costs tens of thousands to hundreds of thousands of RMB, while RTO initial investment is several times that.
But initial investment is not total cost of ownership. TCO is the decision basis.
The cost structure of activated carbon is: lower initial investment + continuous consumable replacement + continuous hazardous waste disposal + intermittent downtime losses. The cost structure of RTO is: higher initial investment + lower continuous operating costs + no consumable expenditure + heat recovery benefits.
Five years is a reasonable time window. It covers an observable phase of RTO‘s economic life and the cumulative effect of multiple replacement cycles in the activated carbon solution.
The Cost Structure of Activated Carbon
The five-year cost of activated carbon consists of the following components:
Initial equipment investment. Activated carbon adsorption boxes are structurally simple, with relatively low equipment procurement costs. For a coating line with 20,000 m³/h flow, the adsorption box procurement cost may be tens of thousands to over a hundred thousand RMB. But this is only the equipment itself, not including piping, fans, control systems, and other supporting facilities.
Activated carbon replacement cost. This is the core ongoing expenditure of the activated carbon solution. Replacement cycles depend on actual operating conditions, but industry practice generally ranges from 1 to 3 months. Under high-humidity film coating drying exhaust conditions, replacement frequency is faster. Regarding carbon prices, coconut shell water treatment activated carbon (iodine value 1000) ex-factory price is between 11,500 and 13,500 RMB per ton, and coconut shell activated carbon ex-factory price is between 9,500 and 13,000 RMB per ton. If each replacement requires several tons of carbon, plus labor and transportation, each replacement cost is substantial.
Hazardous waste disposal cost. Spent activated carbon is classified as hazardous waste (HW49) and must be disposed of by licensed entities. Disposal prices vary by region: Yichang budget unit price is 1,433 RMB/ton, Wuhan quotation is 1,500 to 2,400 RMB/ton, and Wacker Chemical’s disposal price reaches 2,780 to 2,980 RMB/ton. These figures are per ton and must be multiplied by the actual amount of spent carbon generated.
Production loss from replacement downtime. Each replacement requires shutdown, and shutdown means production loss. If replacement frequency is monthly, there are 12 shutdowns per year. Even if each shutdown is only a few hours, the cumulative production loss is a real cost.
The annual operating cost of an activated carbon solution for a medium-sized film coating factory may be in the range of hundreds of thousands of RMB, depending on flow rate, replacement frequency, and local disposal prices.
The Cost Structure of RTO
The five-year cost of RTO consists of the following components:
Initial equipment investment. For a complete RTO system (including design, equipment, installation, and commissioning) serving 2 to 3 film coating lines, the budget range is USD 450,000 to 800,000. This is the largest single cost of the RTO solution.
Natural gas consumption. RTO must maintain combustion temperature above 760°C. For film coating drying exhaust, VOCs concentration typically ranges from 2,000 to 8,000 mg/Nm³, a level that can usually support self-sustaining RTO operation. But under low-concentration conditions, natural gas supplementation is required. At an industrial natural gas price of approximately 3.57 RMB/m³, an RTO with 42,000 m³/h flow consumes approximately 58.5 Nm³/h in empty running mode. If heat released by VOCs combustion is insufficient to fully offset empty running consumption, the supplemental natural gas required depends on actual VOCs concentration.
Maintenance costs. RTO maintenance focuses on heat exchange media inspection and cleaning, valve seal inspection, and burner tuning. Annual maintenance costs are approximately 100,000 to 200,000 RMB. Maintenance and inspection cycles are typically every six months.
Heat recovery benefits. This is the only “negative cost” item in the RTO solution. RTO heat recovery efficiency typically exceeds 90%, and recovered heat can be reused for oven heating, directly reducing natural gas consumption. In markets with higher natural gas prices, heat recovery benefits can significantly shorten the payback period.
The Core Logic of the Five-Year TCO Comparison
Placing the costs of the two solutions on a five-year horizon, the core logic is: activated carbon costs “accumulate,” RTO costs “amortize.”
The annual cost of activated carbon is not fixed. It is driven by multiple independent events: each carbon replacement, each spent carbon disposal, each shutdown. These events occur independently, but the cumulative effect is linear or accelerating. If environmental enforcement tightens, replacement frequency may be forced higher, hazardous waste disposal prices may rise, and the cost curve becomes steeper.
The annual cost of RTO is relatively stable. Initial investment is amortized over five years, and annual operating costs (natural gas + maintenance − heat recovery benefits) are predictable. RTO life is typically 10 to 15 years, and five years is only one phase of its lifecycle.
The key judgment: within five years, does the cumulative operating cost of activated carbon exceed the difference between RTO‘s initial investment and operating costs?
If activated carbon annual operating cost is approximately 500,000 RMB, five-year cumulative is 2.5 million RMB. Assuming RTO initial investment of 4 million RMB (approximately USD 550,000), and five-year operating cost (natural gas, maintenance, minus heat recovery benefits) of 300,000 RMB per year, five-year cumulative is 1.5 million RMB. RTO five-year TCO is 5.5 million RMB; activated carbon five-year TCO is 2.5 million RMB plus initial investment (assuming 500,000 RMB), totaling 3 million RMB. Under this assumption, activated carbon has a lower five-year cost.
But if activated carbon replacement frequency increases, hazardous waste disposal prices rise, or production halts due to environmental complaints, this comparison reverses.
What Actually Determines the Comparison Outcome
The outcome of the five-year TCO comparison is highly dependent on the following variables:
Actual activated carbon replacement frequency. If actual conditions cause replacement frequency to exceed expectations, activated carbon operating costs rise significantly. The humidity conditions of film coating exhaust are a key factor accelerating carbon saturation.
Local hazardous waste disposal price. Disposal prices for spent activated carbon vary by more than double across regions. The higher the disposal price, the worse the economics of the activated carbon solution.
Local natural gas price. The higher the natural gas price, the greater the RTO heat recovery benefit and the lower the RTO operating cost.
Environmental enforcement strictness. In strict enforcement markets, compliance risks of the activated carbon solution (untimely replacement, non-compliant disposal) translate into financial risks (fines, shutdowns).
A More Practical Way to Judge
Rather than debating five-year TCO in theory, use your own factory‘s data for a calculation.
Data needed includes: number of coating lines, per-line exhaust volume, drying exhaust VOCs concentration, local activated carbon price, local hazardous waste disposal price, local industrial natural gas price, actual activated carbon replacement frequency.
The output is the cumulative cost curve of both solutions over five years.
If the cumulative cost curve of activated carbon intersects with RTO within five years, the intersection point is the “economic reversal point.” The earlier the reversal point appears, the more pronounced RTO’s economic advantage.
